So until there is a link language and it is known throughout the country , an effective cultural unity is not possible . इसलिए जब तक कि एक संपर्क भाषा नहीं होती और संपूर्ण देश में उसका प्रचलन नहीं होता तब तक एक प्रभावशाली सांस्कृतिक एकता संभव नहीं है .

It is , indeed , the alphabet of cosmos in that if and when we happen to stumble on an extraterrestrial intelligence it is the only one that can be used for establishing communication between them and us . यह ब्रह्मांड की भाषा के वर्ण हैं क़्योंकि यदि अंतरिक्ष् के किसी बुद्धिमान जीव को हमसे संपर्क करना होगा तो वह इसी कूट को संपर्क भाषा के रूप में इस्तेमाल करेगा .

If ever the country wishes to have a lingua franca for the entire country , it is this form of Hindi evolved by the people after years of trial and error , which can be readily adopted and may also be acceptable to the people . यदि देश ने कभी एक भाषा को पूरे देश के लिए संपर्क भाषा के रूप में स्वीकार किया तो वह हिन्दी भाषा का यही स्वरूप होगा , जिसे वर्षों के अनुभव व प्रयोग के बाद लोगों ने अपनाया है और जिसे सभी लोग अपनाएंगे .

A harmonious reading of the language provisions , particularly of articles 343 , 344 and 351 , would show that the ultimate goal is the spread and development of Hindi and the gradual switchover to its use for official purposes and as a link language . भाषा संबंधी उपबंधों , विशेषतया अनुच्छेद 343 , 344 और 351 के समरस पठन से पता चलेगा कि अंतिम लक्ष्य यह है कि हिंदी का प्रचार प्रसार एवं विकास किया जाए और धीरे धीरे शासकीय प्रयोजनों के लिए और संपर्क भाषा के रूप में उसका प्रयोग किया जाए .

With the cementing force of a new link language , provided it keeps as close as possible to spoken Hindustani , we will be able to build a new national culture out of the remnants of the common Hindustani culture and the best elements of the vast material furnished by the various regional languages . नयी संपर्क भाषा की मेल कराने की शक़्ति , बशर्ते की वह बोली जाने वाली हिंदुस्तानी के यथासंभव निकट हो , हम आम हिंदुस्तानी संस्कृति के अवशेषो तथा विभिन्न क्षेत्रीय भाषाओं द्वारा प्रदत्त विशाल सामग्री के अच्छे तत्वों से एक नयी राष्ट्रीय संस्कृति बनाने में समर्थ हो सकेंगें .

If in accordance with the recommendations of the Language Commission , all the major Indian languages recognised by the Constitution are allowed to flourish within their own spheres , with English given an important place as an international cultural and scientific language and a modified form of Hindi accepted as the common link language , the work of building a new national culture will become easier . यदि भाषा आयोग की सिफारिशो के संदर्भ में संविधान द्वारा मान्य सभी प्रमुख भारतीय भाषाओं , को , अंग्रेजी को एक अंतराष्ट्रीय सांस्कृतिक एवं वैज्ञानिक भाषा के रूप में साथ लेकर अपने अपने क्षेत्र में पनपने दिया जाता है और आम संपर्क भाषा के रूप में हिंदी के संशोधित रूप को स्वीकार किया जाता है तो नयी राष्ट्रीय संस्कृति बनाने का काम अपेक्षाकृत अधिक सरल हो जायेगा .
